Job Overview:
The Contract Engineer will be responsible for sourcing, evaluating, and managing contractors for construction projects. This includes overseeing the tendering process, negotiating contract terms, monitoring contractor performance, and ensuring compliance with all relevant regulations and company standards. The ideal candidate will have strong analytical skills, attention to detail, and the ability to manage multiple projects efficiently.
Key Responsibilities:
- Contractor Sourcing & Selection:
- Receive requests for contractor sourcing from the Project In-Charge or Head of Department (HOD).
- Identify and source potential contractors for projects, based on requirements and scope.
- Collect all necessary documentation and verify contractors’ statutory compliance.
- Shortlist the top 3 contractors based on evaluation criteria.
- Evaluate contractors’ qualifications, experience, and capabilities to ensure they meet the project’s requirements.
- Tendering & Negotiation:
- Send out tender invitations and inquiry letters to shortlisted contractors.
- Organize and hold negotiation meetings with potential contractors to discuss terms, pricing, and scope.
- Analyze negotiation results and compare them with internal rate analysis based on current market rates and project scope.
- Organize meetings to finalize terms and conditions with contractors.
- Submit a comparison statement of contractor bids to management for review and approval.
- Awarding Contracts:
- Issue work orders to contractors after obtaining management approval.
- Ensure contractor work orders are approved, entered into the ERP system, and copies are circulated to all relevant authorities.
- Performance Monitoring & Reporting:
- Regularly analyse contractor performance data and monitor adherence to work order terms.
- Receive and review performance reports from project heads regarding contractor output and quality.
- Organize counselling meetings with contractors, addressing any performance issues and ensuring acknowledgment of agreed improvements.
- Evaluate poor performers and initiate corrective action where necessary.
- Handling Poor Performance:
- Analyse performance data to identify contractors with consistent poor performance and payment issues.
- Submit detailed reports to management outlining issues and seeking decisions on potential termination of the contract.
- Issue warning letters and notifications to non-compliant contractors, following up with termination notices when necessary, as recommended by management.
- Termination & Documentation:
- Document reasons for contractor termination, ensuring all relevant details are captured for future reference.
- Update all relevant ERP/Highrise data to reflect contract terminations and ensure proper records are maintained.
- Formally terminate work orders and seek written acceptance from contractors.
- General Responsibilities:
- Ensure all contractor agreements comply with legal and regulatory requirements.
- Maintain organized records of contractor communications, work orders, and performance reports.
- Assist in any other contract management-related tasks as needed to ensure successful project delivery.
- Experience In Highrise Kanixx software is mandatory.
